Very interesting item. This is the first solo usage of a half-cent documentary battleship revenue stamp that I have seen. It appears to be a promotional 1-month accidental insurance policy from the agent A.B. Cilley in Boston, the policy itself from U.S. Casualty Co. Very innovative marketing idea!
